THE BIDS PLACED ARE BINDING AND CONSTITUTE A FORMAL COMMITMENT TO PURCHASE. IF THE AWARD TO THE HIGHEST BIDDER SHOULD BE CANCELLED, IT WILL BE ASSIGNED, IN TURN, TO THE NEXT HIGHEST BIDDER.
