BIDS PLACED ARE BINDING AND CONSTITUTE A FORMAL COMMITMENT TO PURCHASE. IF THE AWARD TO THE BEST BIDDER SHOULD FALL THROUGH, IT WILL BE AWARDED TO THE NEXT BEST BIDDER WITHOUT LIMIT.
