THE BIDS PLACED ARE BINDING AND CONSTITUTE A FORMAL COMMITMENT TO PURCHASE. IF THE AWARD TO THE HIGHEST BIDDER SHOULD BE FORFEITED, IT WILL BE ASSIGNED, WITHOUT LIMIT, TO THE NEXT HIGHEST BIDDER.
