BIDS PLACED ARE BINDING AND CONSTITUTE A FORMAL COMMITMENT TO PURCHASE. IN THE EVENT THAT THE AWARD TO THE HIGHEST BIDDER SHOULD FALL THROUGH, IT WILL BE AWARDED TO THE NEXT HIGHEST BIDDER.
